Job Description Summary

The Program Officer will work on the Policy & Communications team, contributing to advancing Enterprise New York’s policy and legislative agenda and executing on our communications strategy. This team is responsible for developing the New York Office’s policy agenda and strategy, in consultation with internal staff and external stakeholders (mission-oriented developers, nonprofit programmatic partners, and advocacy coalitions), and under the direction of the Vice President and Market Leader. Working with a government affairs consultant, the team is responsible for organizing the office’s response to legislative, budgetary and regulatory proposals at the city, state and federal level, and working with elected officials and government agencies to propel positive changes. This team works collaboratively with Enterprise policy staff across other markets, including a robust federal policy team.

This team also oversees all internal and external communications for the New York Market, including social media, blog posts, newsletters, thought leadership and media. Under the direction of the Senior Director, the Program Officer will be responsible for working within this team, with duties including research support and writing (legislative testimony, policy white papers, blog posts and newsletters), legislative and budget analysis, developing advocacy materials including persuasive one-pagers, and developing and strengthening relationships with coalition organizations and other stakeholders.

We are seeking a candidate with exceptional writing and analytical skills who has demonstrable experience in affordable housing, community development and/or homelessness policy, and with a specific interest in the intersection of policy and politics in New York.

Salary Range: $80,000- $85,000

Job Description

Job Responsibilities:

  • Issue Research and Data Analysis. This role will be responsible for lending support to policy efforts, including understanding complicated issues through independent research and deliberate conversations, ultimately being able to understand a given issue to the point of writing and speaking about it persuasively.
  • Writing. Strong writing skills will be required for the drafting of testimony, advocacy materials, social media posts, and internal and external communications about sometimes complex policy issues.
  • Conversation Facilitation. Taking an active role in scheduling, facilitating, and leading meetings with internal and external stakeholders, including developing agendas, keeping conversations on track, following up as needed expeditiously, and maximizing best use of participants’ time.

Qualifications:

  • Undergraduate degree required in public policy, political science, economics, urban planning, real estate or related field.
  • Minimum of two (2) years of directly relevant experience and/or four (4) years generally related experience .
  • Four (4) or more years of experience directly in affordable housing and/or community development strongly preferred
  • Demonstrated interest in the areas of affordable housing and community development. Familiarity with concepts related to affordable housing finance, such as the Low-Income Housing Tax Credit, Sec. 8 and public housing.
  • Knowledge about New York’s current racial, economic, and political landscape as it relates to affordable housing and community development.
  • Interest in the broader political environment, including following the news, both local and nationwide.
  • Experience partnering with community organizations, philanthropy, and/or state and local government.
  • Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
  • Strong data and analytical skills.
  • Ability to facilitate meetings.
  • Excellent computer skills, including Word, PowerPoint and Excel. Experience and fluency with data and graphics programs are a plus.
  • Ability to operate independently and take direction.
